These documents go over the fact the tecthulhu doesn't have enough xm to continue it's experiments because of it's interactions with the website. In order for the Tecthulhu to work properly, it seems like PI wants to get agents to set up missions and will start contacting people to join a group. Shortly after reading this I figured out how to make a mission with my phone, took a screenshot of it, and sent it to the Morpheus account.
