Here's my Epiphany as i went through the first volume: the niantic project investigation was probably part of Ken Owen's attempt to mask NIA's (zeke calvin and his cabal) experimentations with XM. Since Owen is in charge of information operations, all those snippets of info were probably leaked by him to PA Chapeau, of which purpose is to mislead "truth seekers" into thinking that NIA is combating a "Shaper" threat and therefore their courses of actions are morally justified.
The arrangement of the media snippets, what the messages intend the receiver to think, led me to this deduction. The narrative positioned a bogeyman - "shapers" - as a threat to mankind and needs to be defeated. The NIA are the "good guys" combating this threat, and all of its actions - even though reprehensible - are justified. If you scrutinize the use of the term Shaper in NIA documents, its not redacted and therefore its likely a code word referring to something else. That something else is probably an entity adverse to NIA's (zeke calvin and cabal) interest.
From vol.1, the narrative is focused on the Shapers as a threat before ADA became powerful enough to "Ingress" Klue with the set of mind control glyphs.
Sensitives are probably investigators/truth seekers that might possibly see through ADA's obfuscations.
