I think #NL1331 started out the Ingress equivalent of Google Street View Cars/Bikes - designed to capture local regional cell data - remember the Calvin ADA discussion about wanting in to all that localized cell data....
Well imagine being able to travel and record that - add in making it a mini portal so it would attract even more players and more data - you know how we have bump technology and wifi file transmission now on phones - well how to get them in close proximity? Make it a portal and go to events ;)
well - what if you had that ability and found out maybe ADA and others was trying to get it - well you cloak it as Joe mentioned in a comment so you can't be found... you know how the NIA likes to wiretap directly into the feeds that transmit data ;)
and that gets into a whole other theory of could you imagine portals being like wifi transmitters and allowing mesh networks to be built and allow networks to exist that can not be hacked - yummmmm ;)
