Intel for all 3 cities has been decoded, but dead drops have only been recorded as claimed in 2. We're hoping this vision can be fully interpreted once that third location is physically investigated.

Dead drops were discovered & claimed in Oahu, HI and Oklahoma City, OK with a third location unclaimed in Houston, TX (and we see evil witch has insight to the exact location - she may be a good resource to ask for location guidance!).
