The H.Richard Loeb - Truthseeker Puzzle

There was quite a bit of information about H. Richard Loeb, A Detection Algorithm, the Truthseeker program and Verity Seke recently.

The big problem: Things don't seem to fit together

So I've tried to gather some fragments in order to get a better picture:

According to the NSA report obtained by Susanna Moyer:
a) HRL had never written any real software code until that night
b) How did they know it was him? Because his access code was used. Surveillance video is old b&w.

When Henry Bowles suggested Loeb to Phillips, Ni and Calvin, he mentions HRL's exceptional skills when developing truthseeker.
He also mentioned that they have worked together for years.

HRL claims that he has written Truthseeker and that it is the core of ADA's humanity, a "learning AI and 'Investigation Program'" as he calls it.

Some interesting information in this post from HRL
a) He claims he knew Katalena, but that was a different person
b) ADA contacted him, requesting him to spread information about Niantic using the pseudonym PAC

Audio surveillance of ADA and HRL, where HRL asks ADA to remove his name from all files and replace it with PAC instead.

Edgar Allan Wright contacting HRL personally, referencing (1). Reveals that Verity Seke is the truthseeker program inside ADA.
HRL claims that he does not remember where the code entered at the NSA came from, nor does he remember typing it.

Observations, conclusions, ideas, questions:

(1b) & (6) If someone was able to get HRLs access code for the NSA system, that someone would have been able to enter the code. Which would explain why HRL does not remember typing code for 16 hours straight.
So maybe someone else disguised as HRL and used his access code for the programming. Depending on the quality of the surveillance video, that someone might pass off as HRL.

(1a) & (2) Either HRL learned programming in between his time at the NSA and joining the Niantic Project, or the skills Bowles speaks about do not directly involve programming.
But (3) would indicate obtaining programming skills ... and quite good ones.
What was it that Bowles worked on together with HRL before Niantic?
Was Katalena (4a) involved in this?

(3) & (6) So if HRL does not remember what happened at the NSA, but knows he wrote Truthseeker, then what was programmed at the NSA was not Truthseeker?

(4b) & (5) are, at first glance, a clear contradiction in regard to the origin of the PAC pseudonym.
But at the time of that post, it was not known that Truthseeker/Verity Seke was a part of ADA.
So maybe it was actually VS who contacted HRL, suggested to use PAC as a name and asked him to publish information about Niantic?
And then HRL went back to the "real" ADA (who was unaware of the VS part inside her) to suggest the name change?
The ADA-Calvin conversation was either before that, or ADA was simply keeping PAC's secret?  Not sure whether she would really keep secrets from Calvin.

All in all this still looks quite confusing. Pieces of the puzzle may still be missing, or some pieces may actually be misinformation.
