Motive: Revenge. If we assume that he was the Magic Castle Assassin that was poisoned by Henri Richard Loeb and then "taken care of" by Jay Phillips and if we further assume that Phillips "turned" him into a merc that works for him by giving him to Henry Bowles, we have a very clear case of Frankenstein's Monster (who killed his creator).
The Acolyte (alias Twylla Klippe)
Motive: Revenge. She (and Jarvis) were shot in Zurich by Jay Phillips as ordered by Ezekiel Calvin. And Ken Owen as the PR-Guy kept all of that hidden.
Devra Bogdanovich
Motive: Revenge. It is suspected that Devra was supposed to be killed as she - together with Jarvis - escaped from the CERN-Facility (with ADA's help). Given that she and the Acolyte have a somewhat similar haircolor, it may very well be - and even though Devra survived/avoided her murder, she may consider revenge appropriate.
Additional Information: Calvin rejected giving her access to the IQTech-Archives. Hank, as new CEO of the NIA, revoked that order and granted her access to both the NIA- and IQT-Archives.
Joanna Brandt
Motive: Moral Integrity. She considers XM dangerous and has been seen several times trying to shut down Experiments and Operations connected to XM. Killing people may be seen as radical but given their resistance to reason, she may have considered killing Jay, Ezekiel and Ken.
Ezekiel "Zeke" Calvin
Motive: Regret/Release. We know of at least two examples of people that were simulacra before entering the Recursion-Chamber. If we assume that "being kicked from the Magnus" does not automatically end the recursion cycle and return the consciousness to the "original body", it may be possible that Ezekiel - frustrated by the memory-sideeffects of being a simulacrum - tried to forcefully end his own recursion cycle and reclaim his human body. As Essex-Investigator @Kosh suggested, a human sacrifice (like Ken Owen or Jay Phillips) might be required to achieve that.
Catherine Fan
Motive: Power. As Head of Hulong Transglobal, her motive is the same as Akira: Killing Ken for trying to shift power towards Visur and Killing Ezekiel and Jay for a more favorable economical situation.
Shaw Henson
Motive: Bait. Following the creed "Keep your friends close but your enemies even closer", he might have created the only opening tempting enough to make the explorer Hank Johnson quit exploring.
Ben Jackland (suspected new family name: Brandt)
Motive: Moral Integrity. Since leaking the first scanner, he has shown similarity to whistleblower Edward Snowden. It may be reasonable to assume that he stole the PRIME-Scanner too in an attempt to leak that one to the public too. Given the level of security that both Jay and Ezekiel tried to keep, their death - and in Jay's case his replacement with Hank - would result in a more open agenda and more disclosed information.
Hank Johnson
Motive: Power. Given the amount of power he - as the new CEO of the NIA - now holds and given that we couldn't think of any other candidate for that role, it may be possible that Hank knew that as well. Allthough it would be a calculated risk, given the outcome, it would've been worth it. But then again, we don't know which list of other candidates Shaw Henson had.
Klue (alias Katalena alias Helga Weber)
Motive: Revenge. Her mind was melted (or at least seriously f*cked up) by ADA and given that Ezekiel Calvin had access to ADA's backdoor, he may have orchestrated the whole thing. (Or maybe ADA framed Calvin for having orchestrated it).
Richard Loeb
Motive: Revenge. Ever since Jay Phillips screwed up Richards plan to interogate the Magic Castle Assassin that he had poisoned, it is suspected that Jay may do so again. While in general a "weak" motive, he (mostly his persona PAC) also shares the view of Ben when it comes to investigation and disclosed intel.
Oliver Lynton-Wolve
Motive: Ambition. He's mentally unstable, does he really need a motive? 'nuff said.
Yuen Ni
Motive: Revenge. Installed as a spy for Calvin in Hulong Transglobal, the ex-director of Niantic-Operations may be "tired" of being used by Ezekiel.
Ilya Pevtsov
Motive: Power. While he does not have a motive to remove Ken Owen (as Ken was leaking NIA-Intel to Visur), he does have a motive to remove Ezekiel and Jay - similarly to Akira and Catherine Fan.
Akira Tsukasa
Motive: Power. While Ezekiel was still alive, she was "merely" CEO of IQTech-East. Now that Ezekiel is dead, she is head of all IQTech-Branches. Ken Owen was said to leak intel to Visur - which would strengthen them and cause a shift in power. Removing Ken and Jay Phillips may result in a more favorable situation that would allow her more "free reign".
